    CECIL PAPER MILL
    Cecil Paper Mill on Little Elk Creek about six miles north of Elkton, Maryland was built in 1816 by Robert Carter, who came from Delaware County, Pa. For 20 years this mill made all the paper used in printing the Baltimore Sun Newspaper. It was continued by his sons, Joseph and I. Day Carter. The mill was destroyed by fire December 19, 1900.

    Birth:
    Robert Carter married 1st Lydia Levis on 5 Sep 1805, d/o John Levis, and 2nd to Mary Reynolds 30 Jan 1821. She was the d/o Henry and Mary Reynolds. About 1815 he moved from Delaware Co., Pa, to Cecil Co. Maryland where he erected what is believed to be the first paper mill in that area; located about six miles north of the town of Elkton, Md, the 'Cecil Paper Mills' were inlarged and imroved over the ensuing 27 years. About 1842, Robert Carter sold his business and retired to his nearby farm where he resided until his death. His Children include Henry Reynolds Carter, born 28 Oct 1821; and Mary Eliza b. 19 Apr 1828, d. 23 Jan 1867; married 1st to Dr. Richard Brookings and 2nd to Henry Reynolds.
