      One of 12 children born to Dr. William Lipscomb Stamps and Elizabeth Taylor Bullock Jiggetts of Milton, Caswell County, NC, many of her siblings died in infancy or childhood. She was born on her father's plantation, "Tall Grove", and was granddaughter of Thomas Stamps and Anna Ragland of "Oakley Plantation", Halifax Co, VA.

      Her brother, Edward Roe Stamps, and sister, Mary S. Stamps, are also associated with Tarboro. Capt. Edward Roe Stamps (1844-1891) was a student at Hampden-Sydney College, and enlisted in CSA at age 17 on 24 Apr 1861. Their sister, Mary S. Stamps (1855-1942) later married F.S. Royster (m. 1874) who built his wealth and fame starting in Tarboro. Mrs. Royster wrote when she was 84 years old, "I often think of my mother during the war, what she had to go through. My father volunteered and was a surgeon in Jackson's army. My brother Edward Roe, who was a school, left before he was of age, volunteered, was in the army, was taken prisoner at Point Lookout and was a prisoner for 18 months. My mother who loved to play so, did not touch the piano the whole time he was gone. My father lost everything he had but his land." Two other surviving siblings, included Dr. Thomas Stamps (1848-1934) and Preston Stamps (1861-1915).

      A staunch Presbyterian, Anna married wealthy attorney, Judge George A. Howard II of Tarboro on December 3, 1861 when she was 19 years old, and he 32. Together they would have six children.

      The Howards were the 4th owners of the historic Cotten- Howard House at 210 E. Church Street, Tarboro, and are credited with remodeling the house in 1868. In 1890, the Howard's built an impressive Victorian on St. Patrick Street later owned by his daughter Harriet, and son-in-law George Holderness. Both homes still stand today (ca. 2008).

      Anna died in 1901 at age 59. Her husband passed four years later at age 76.
